Yup, I've seen an email from the Steam folks saying they're working on it.* There is some technical issue they are having right now.

This still isn't fixed for all users, unless there is something else I need to do on my end. I have restarted my computer / Steam client numerous times and tried to update the game cache through Steam, but Map Pack 2 isn't showing up in the DLC tab in Steam nor are the maps playable within the game. In case it matters, I purchased map pack 1 last week when it came out and a day later, I pre-purchased the other three. Map pack 1 is showing up fine in Steam.
Please advise.

I bought the map pack on June 10 and I still do not see it in my list of DLC on steam nor do I see it in game. Am I supposed to be following up with Valve on this?
That's what I would do. Jeff has certainly been helpful, but he can only do so much as it's not his store. I had an issue with the map packs like a lot of others, but it corrected itself sometime wednesday. If you're still having an issue, Steam is the best place to uh, iron it out.
i also bought 4 - map packs via PayPal, yet i still get the download link coming up with the £0.79 basket, per map pack.
i have a confirmed email from PayPal stating they were paid yesterday 9th July 2010.
The issue that was showing up in the forums was one where people could buy the maps before they released, and the back-end of Steam didn't allow download to happen after the "release" date passed.
Steam ended up fixing this, so it sounds like you may have a different problem.
If you go into the game, do you have a Resurgence section (after clicking on play) and does it not have all the maps it should, or do you not have a resurgence section at all?
Also, did you buy the expansions from Steam to go with a Steam version of the main game?* The Steam expansions are not compatible with other versions of the game (except the Steam one - which can be purchased via Steam, Direct2Drive, or from a Steam code in the retail box packaging).
