What's up with Xbox Live leaderboards?

When I access the leaderboards, I can see my own rank and score but not anyone else's. Is this how it's supposed to work, or is it broken, or am I missing a step that would allow me to see the full board? If this is how it should work then it isn't really a leaderboard, it's just a ranking system.

You should see everyone's scores as well as your own.  I'll look into it to see if I see the same thing you do.

Anything? I'm still only seeing myself on the "leaderboard" screens.

You know you can press the Y button to toggle between Me, Friends and Overall, right? :)

If you are viewing Friends but have no friends who have played the game, it will only show your score.
